Poem interprets "capital punishment" as the punishment one receives after entering one's case-sensitive password (with Capitalized Letters) incorrectly too many times, the result of which can be one's account getting locked.
"CamelCase" refers to the use of upper and lowercase letters, a common requirement of passwords at various websites:
